Are You Enrolled in a DOT Consortium?
Individuals who are employed in a position designated as "safety sensitive" must be actively enrolled in a random drug and alcohol testing program. Oftentimes, covered employees will join a group of other DOT regulated employees in a random testing program and this is referred to as a DOT Consortium. Generally, an employer who has less than fifty employees or single operators will join the consortium which will comply with the random drug and alcohol testing requirements of 49 CFR Part 40. Employers that have over 50 employees who are regulated by Part 40 may elect to be enrolled in a "stand alone" random testing pool.
The DOT consortium is cost effective and complies with all requirements of 49 CFR Part 40 which mandates that all "safety sensitive" employees be enrolled in a random drug and alcohol testing program.
The Department of Transportation (DOT) has strict regulations requiring regulated companies and independent operators (CDL License Holders) to be an active member of a DOT drug and alcohol Consortium and failure to comply with these regulations can result in significant fines and other DOT sanctions.

Local Area Info: Blanchard, Iowa
The city is the southern limit of the Wabash Trace, a former rail line converted to bicycle trail. It had a tiny gas station, which laid entirely in Missouri. Colorful signs on the property inform the motorist of his exact location. A Cropmate nitrogen fertilizer plant is located two miles north of Blanchard.
As of the census of 2010, there were 38 people, 18 households, and 12 families residing in the city. The population density was 165.2 inhabitants per square mile (63.8/km2). There were 22 housing units at an average density of 95.7 per square mile (36.9/km2). The racial makeup of the city was 100.0% White.
There were 18 households of which 16.7% had children under the age of 18 living with them, 55.6% were married couples living together, 5.6% had a female householder with no husband present, 5.6% had a male householder with no wife present, and 33.3% were non-families. 27.8% of all households were made up of individuals and 16.7% had someone living alone who was 65 years of age or older. The average household size was 2.11 and the average family size was 2.58.
