Are You Enrolled in a DOT Consortium?

Individuals who are employed in a position designated as "safety sensitive" must be actively enrolled in a random drug and alcohol testing program. Oftentimes, covered employees will join a group of other DOT regulated employees in a random testing program and this is referred to as a DOT Consortium. Generally, an employer who has less than fifty employees or single operators will join the consortium which will comply with the random drug and alcohol testing requirements of 49 CFR Part 40. Employers that have over 50 employees who are regulated by Part 40 may elect to be enrolled in a "stand alone" random testing pool.

The DOT consortium is cost effective and complies with all requirements of 49 CFR Part 40 which mandates that all "safety sensitive" employees be enrolled in a random drug and alcohol testing program.

The Department of Transportation (DOT) has strict regulations requiring regulated companies and independent operators (CDL License Holders) to be an active member of a DOT drug and alcohol Consortium and failure to comply with these regulations can result in significant fines and other DOT sanctions.

If you have recently become a DOT regulated company, within the next 18 months the Department of Transportation (DOT) will conduct a "new entrant" inspection to ensure that you are in compliance with all DOT regulations including the drug and alcohol testing requirements. If you are currently a DOT regulated company, you are subject to regular inspections to ensure compliance.

Local Area Info: Coal Hill, Arkansas

Coal Hill is located in southwestern Johnson County at 35°26?13?N 93°40?20?W? / ?35.43694°N 93.67222°W? / 35.43694; -93.67222 (35.436998, -93.672307). U.S. Highway 64 passes through the center of town, leading east 12 miles (19 km) to Clarksville, the county seat, and west 10 miles (16 km) to Ozark. Arkansas Highway 164 runs north from the east end of Coal Hill 4 miles (6 km) to Interstate 40 at Exit 47.

According to the United States Census Bureau, the city has a total area of 2.72 square miles (7.05 km2), of which 0.02 square miles (0.05 km2), or 0.77%, are water. The city is 4 miles (6 km) north of the Arkansas River.

As of the census of 2000, there were 1,001 people, 411 households, and 274 families residing in the city. The population density was 370.9 people per square mile (143.1/km²). There were 474 housing units at an average density of 175.6/sq mi (67.8/km²). The racial makeup of the city was 95.50% White, 0.40% Native American, 1.90% from other races, and 2.20% from two or more races. 2.70% of the population were Hispanic or Latino of any race.
