The Department of Transportation (DOT) has specific drug and alcohol testing requirements for the all transportation modes all DOT agencies.

Are You Enrolled in a DOT Consortium?

Individuals who are employed in a position designated as "safety sensitive" must be actively enrolled in a random drug and alcohol testing program. Oftentimes, covered employees will join a group of other DOT regulated employees in a random testing program and this is referred to as a DOT Consortium. Generally, an employer who has less than fifty employees or single operators will join the consortium which will comply with the random drug and alcohol testing requirements of 49 CFR Part 40. Employers that have over 50 employees who are regulated by Part 40 may elect to be enrolled in a "stand alone" random testing pool.

The DOT consortium is cost effective and complies with all requirements of 49 CFR Part 40 which mandates that all "safety sensitive" employees be enrolled in a random drug and alcohol testing program.

The Department of Transportation (DOT) has strict regulations requiring regulated companies and independent operators (CDL License Holders) to be an active member of a DOT drug and alcohol Consortium and failure to comply with these regulations can result in significant fines and other DOT sanctions.

We are fully versed in the DOT procedures for pre-employment drug testing, random drug testing, reasonable suspicion drug testing, post-accident drug testing, return to duty drug testing and follow up drug testing.

DOT regulated companies with multiple safety sensitive employees must also have an employee within the company who is assigned as the "designated employer representative" (DER). This is the person responsible for removing any DOT "safety sensitive" employee who is covered by 49 CFR Part 40 from performing a DOT safety sensitive position when a positive drug or alcohol test result has occurred or an employee has refused to take a required DOT test.

If you have recently become a DOT regulated company, within the next 18 months the Department of Transportation (DOT) will conduct a "new entrant" inspection to ensure that you are in compliance with all DOT regulations including the drug and alcohol testing requirements. If you are currently a DOT regulated company, you are subject to regular inspections to ensure compliance.

Local Area Info: Jehovah's Witnesses

Jehovah's Witnesses is a millenarian restorationist Christian denomination with nontrinitarian beliefs distinct from mainstream Christianity. The group reports a worldwide membership of approximately 8.58 million adherents involved in evangelism and an annual Memorial attendance of over 20 million. Jehovah's Witnesses are directed by the Governing Body of Jehovah's Witnesses, a group of elders in Warwick, New York, which establishes all doctrines based on its interpretations of the Bible. They believe that the destruction of the present world system at Armageddon is imminent, and that the establishment of God's kingdom over the earth is the only solution for all problems faced by humanity.

The group emerged from the Bible Student movement founded in the late 1870s by Charles Taze Russell, who also co-founded Zion's Watch Tower Tract Society in 1881 to organize and print the movement's publications. A leadership dispute after Russell's death resulted in several groups breaking away, with Joseph Franklin Rutherford retaining control of the Watch Tower Society and its properties. Rutherford made significant organizational and doctrinal changes, including adoption of the name Jehovah's witnesses[note 1] in 1931 to distinguish them from other Bible Student groups and symbolize a break with the legacy of Russell's traditions.

Jehovah's Witnesses are best known for their door-to-door preaching, distributing literature such as The Watchtower and Awake!, and refusing military service and blood transfusions. They consider the use of God's name vital for proper worship. They reject Trinitarianism, inherent immortality of the soul, and hellfire, which they consider to be unscriptural doctrines. They do not observe Christmas, Easter, birthdays or other holidays and customs they consider to have pagan origins incompatible with Christianity. They prefer to use their own Bible translation, the New World Translation of the Holy Scriptures, although their literature occasionally quotes and cites other Bible translations. Adherents commonly refer to their body of beliefs as "The Truth" and consider themselves to be "in the Truth". They consider secular society to be morally corrupt and under the influence of Satan, and most limit their social interaction with non-Witnesses. Congregational disciplinary actions include disfellowshipping, their term for formal expulsion and shunning. Baptized individuals who formally leave are considered disassociated and are also shunned. Disfellowshipped and disassociated individuals may eventually be reinstated if deemed repentant.
