Are You Enrolled in a DOT Consortium?
Individuals who are employed in a position designated as "safety sensitive" must be actively enrolled in a random drug and alcohol testing program. Oftentimes, covered employees will join a group of other DOT regulated employees in a random testing program and this is referred to as a DOT Consortium. Generally, an employer who has less than fifty employees or single operators will join the consortium which will comply with the random drug and alcohol testing requirements of 49 CFR Part 40. Employers that have over 50 employees who are regulated by Part 40 may elect to be enrolled in a "stand alone" random testing pool.
The DOT consortium is cost effective and complies with all requirements of 49 CFR Part 40 which mandates that all "safety sensitive" employees be enrolled in a random drug and alcohol testing program.
The Department of Transportation (DOT) has strict regulations requiring regulated companies and independent operators (CDL License Holders) to be an active member of a DOT drug and alcohol Consortium and failure to comply with these regulations can result in significant fines and other DOT sanctions.

DOT regulated companies with multiple safety sensitive employees must also have an employee within the company who is assigned as the "designated employer representative" (DER). If you have recently become a DOT regulated company, within the next 18 months the Department of Transportation (DOT) will conduct a "new entrant" inspection to ensure that you are in compliance with all DOT regulations including the drug and alcohol testing requirements. If you are currently a DOT regulated company, you are subject to regular inspections to ensure compliance.

Local Area Info: Sterlington, Louisiana
Sterlington is a town in northern Ouachita Parish, Louisiana, United States, near the boundary with Union Parish. The population was 1,276 at the 2000 census. At the 2010 census, the population was 1,594. In 2013 census estimates, the population rose to 1,889, an increase of 228 persons or 13.7 percent from the 2012 census estimate. The current figure tabulation shows Sterlington the fastest-growing community in Northeast Louisiana.
Mayor Vern Breland said the latest census report "confirms what we know in Sterlington: We're poised for massive amounts of growth." Sterlington, which was incorporated in 1961, is expected to reach a population of 5,000 by 2017 because of its public schools and easy access to major employers in Ouachita Parish.
As of the census of 2000, there were 1,276 people, 478 households, and 356 families residing in the town. The population density was 556.3 people per square mile (215.1/km²). There were 523 housing units at an average density of 228.0 per square mile (88.2/km²). The racial makeup of the town was 84.17% White, 12.46% African American, 0.24% Asian, 1.72% from other races, and 1.41% from two or more races. Hispanic or Latino of any race were 4.08% of the population.
